. thursday's debate between vice president joe biden and paul ryan was a substantive contest between two men who were well briefed and on their game. conventional wisdom was twofold. biden needed to calm democrats. he needed to set the stage for his boss to regain his footing during his second debate with mitt romney this tuesday. i think biden accomplished that mission. i think what made the difference was that biden was aggressive, uninhibited with preoccupation by preserving his own image and adept at leveraging his stature. the single best exchange biden wasted no time for calling out ryan for his apparent hypocrisy when it comes to stimulus funds. >> look at the $90 billion in stimulus. the vice president was in charge of seeing this. $90 billion in green pork to campaign contributors and special interest groups. >> i'm not allowed to show letters. go on our website. he sent me two letters saying, by the way, can you send me some stimulus money for companies here in the state of wisconsin. we sent millions of dollars. you know what -- >> you did ask for stimulus money. >> sure he did. >
is true with his running mate, paul ryan. unfortunately, we'll probably hear more of that this week. we do have a great surrogate team and they're on the ground in their respective cities or states. they move around. i certainly move around. you talk about deval patrick, i'm in chicago, rahm emanuel, stephanie rawlins blake in baltimore, kasim reed, the list goes on and on. we have the best candidate in president obama and vice president biden. we have the greatest surrogate team, and they're on the ground in those places where there are real people with real issues and real problems, and they're talking about the things that the president talks about, jobs and the economy, health care, education, energy, and tax reform. those are the president's themes. he's never walked away from any of those issues, and it's easier, i think quite frankly for mitt romney to have multiple positions on the same issue because he has no plans. he has no ideas. he has no proposals. he's not ready for prime time. >> okay. we've got a month to go. please spread the word among the surrogates you mentioned we are

. what did mitt romney do? he brought in paul ryan who has even less, if you could imagine that, foreign policy experience except maybe perhaps voting against tougher sanctions on iran while he was in congress. as far as that argument's concerned, i think it's rather debunked. i want to read to you very quickly a quote from mitt romney from that video with the 47%. this is his -- this is his foreign policy in a nutshell. so what do you do -- this is about peace in the middle east. you say you move things along the best way you can. you hope for some degree of stability. but you recognize this is an unsolved problem and we kick the ball down the field and hope ultimately somehow something will happen and resolve it. that's what mitt romney said on foreign policy behind closed doors. whatever he says today in a couple of hours, you got to juxtapose that to that quote in the video when he thought no one else was listening. >> john, one of mitt romney's problems is the only specifics he's given as to how his foreign policy differs from president obama is that he's going to talk tougher and s
're sticking with their game plan, that is to draw contrast with paul ryan. that they intend to do that. that they intend to talk about foreign policy as well as domestic policy. and that they want to continue to draw the contrasts with the romney campaign because they believe romney has been kind of soft in telling us where he's going to go on foreign policy in his speech today as well as on domestic policy, how would he reduce that deficit. so they still think they've got openings here, wolf. and they do. anything can happen. overnight's a lifetime in politics, particularly when it comes to a close presidential race like this. >> and all those folks thought that president obama had it wrapped up a few days ago, not yet. gloria, stand by. mitt romney was clearly hammering away at the president's foreign policy before a military audience today and sketched out a stronger, bolder response by a romney administration. cnn's national political correspondent jim acosta has more on that. >> reporter: wolf, after millions of americans watched mitt romney go toe to toe with president obama at t
